I like to use a motor tool with a cut off wheel to cut on the line. Then I make another cut on the other side at the same angle.  

I'll admit that many other modelers would probably choose a small saw  for this operation. 

The saw makes a lot of fine dust, much finer that the debris created in the scraping operation. Using the motor tool even at low speed melts all the debris into burrs while cutting.  I prefer this mess to the dusty mess.
